Welcome to Paddington South, the next phase of the award-winning Paddington Village development, which forms the southern part of the masterplan for Liverpool’s flagship Knowledge Quarter scheme.

The 9-acre site is a significant opportunity to reinforce Liverpool’s position as a leading city for science, innovation, research and development, and a chance to transform brownfield land into a vibrant neighbourhood that delivers genuine benefits for all local people.

The proposals for Paddington South are part of a vision shared by project partners Liverpool City Council and the University of Liverpool, who are working alongside Liverpool City Region Combined Authority to deliver the ambitious masterplan. 

Bringing opportunity to the area

Paddington South forms part of the wider 30-acre Paddington Village development, which has notably delivered the Spine Building and Novotel Hotel as part of the first phase of development. So far, the scheme has supported hundreds of local career pathways, resulting in a social value legacy of over £120m.

Paddington South will build on that momentum, ensuring world-class facilities are pioneered right here, in Merseyside.

City-wide growth

As part of a multi-million-pound investment package, Paddington South will play a vital part in Liverpool’s economic growth, delivering thousands of employment opportunities and pathways for highly skilled careers.

Once complete, the gross development value for Paddington South is estimated to surpass £250m.

Driving Innovation

As one of the highest clusters for specialist health care facilities in the UK, and home to over 25,000 core life science students, Liverpool City Region is already a renowned hub for innovation, research and development.

Paddington South is also a key location within the regions Innovation Zone, which can become a catalyst for Liverpool’s next decade of talent and expertise in the sector.

University Ambitions

The masterplan will play a major role in the University of Liverpool’s growth ambitions, which aims to be a top 100 university globally.

Central to this is the institutions Estate Strategy, which sets out up to £1bn investment across its campuses to achieve:

  • World leading innovation and research facilities
  • A sustainable campus, working towards net-zero
  • Vibrant hubs that create a high-quality student experience

Take part in our consultation

You are invited to take part in our public consultation for Paddington South – an opportunity to shape our ambitious plans for a sustainable neighbourhood, built on innovation.

Residents, businesses, students and local stakeholders can share their views on our proposals from Monday 9th March until midnight on Sunday 19th April 2026. Your feedback will help us to deliver a vibrant and well-connected place to live, work and visit for generations to come.

A shared vision

Liverpool City Council are working in partnership with the University of Liverpool to deliver the masterplan for Paddington Village South, in conjunction with Liverpool City Region Combined Authority and project partners.
